What information do I require to produce for SAP Calculations for New Build Dwellings?

  • Drawings for the building design: including all plans, elevations and sections

  • Construction details of the building including U values (where these have been calculated)

  • Full Information detailing the boiler manufacturer, model, hot water cylinder and control systems used

  • Window and Door Details. These must include manufacturers’ U values for frame and glass together.

  • For new build extensions construction/insulation details for the existing dwelling including all the above requirements.

Using quality assured software, our consultants can deliver Accredited SAP Ratings for new build dwellings. Building regulations 2002 Part L requires proof that individual building elements meet minimum performance standards for new build dwellings. Commencing 1st April 2006 the overall building has to achieve a specified carbon emissions target, known as the Target Emissions Rate or the TER. 


The TER is obtained using the SAP Calculation Methodology and consists of an improvement in carbon emissions of 20% from the old regulations that were in place. We also calculate Dwelling Emission Rates (DER)

EPCC consultants can provide Accredited SAP calculations which means that Building Control can accept them without the need for further checks.

Predicted Energy Assessments (PEA) are for new homes which are incomplete before or at the first point of marketing. Normally, when a home is designed, a “target energy rating” based on the design is produced to show a building inspector that the property will meet requirements under Part L of the Building Regulations. The final energy performance of the property must achieve at least this target energy rating to receive its final sign-off from the building inspector. Given the importance of conveying energy efficiency information to the prospective buyer, this existing process will be used to produce a “predicted energy assessment” for the property.

During 2008 new regulations require that Energy Performance Certificates (EPC) will be required before a property can be sold on all new houses built under the 2006 building regulations.
A cost effective method of producing the EPC instead of using a domestic energy assessor to visit and carry out a site energy inspection and assess the property is to undertake a ‘Predicted Energy Assessment’, which is designed for houses that are not yet physically completed. The Predicted Energy Assessments can be extrapolated from the ‘as built’ SAP calculations and are significantly easier to produce than a conventional full Energy Performance Certificate EPC
